Health Facility Assessments (HFAs) and Data Quality Reviews (DQRs) for Global Fund Grantees

Objective  

The Global Fund supports the measurement of program activities, outputs, and outcomes, as well as data quality, at country level.  The Global Fund required its grantees to conduct Data Quality Reviews (DQRs) and Health Facility Assessments (HFAs) as part of its risk assessment and risk assurance requirements.   

The Global Fund contracted Khulisa to provide quality assurance oversight and technical assistance (QA/TA) services for nationally- representative surveys, DQRs, and HFAs for Global Fund-financed programs in Africa and Asia.   

Approach 

Khulisa and its six consortium members provided multidisciplinary teams of seasoned experts to support and guide in-country implementers (e.g. Ministry of Health or other national implementers) to carry out DQRs and HFAs.  

Khulisa’s provided quality assurance oversight and/or technical assistance to these implementers, and to the Global Fund, for each step of the HFA/DQR/study process – i.e. conceptualization, sampling, planning/budgeting, data collection, data capturing, data analysis, report writing, and dissemination of results – to ensure that each HFA/DQR/study adhered to World Health Organization (WHO) quality and technical standards.   

Khulisa’s activities generally included:  

  • Convening consultation meetings with key stakeholders to map out the timelines, roles, and responsibilities for the HFA/DQR/special study;  
  • Developing a survey plan and budget, including Khulisa-led quality QA/TA activities; 
  • Reviewing and assessing (against expected quality standards) each country’s planning outputs, namely:  
  • the selected indicators to be assessed; 
  • the sampling plan; 
  • coordination/logistics/implementation plans and costs around  
  • the pilot testing, 
  • enumerator training, 
  • fieldwork, 
  • data capturing/cleaning, 
  • data analysis, 
  • report writing, and  
  • results disseminations. 
  • Supporting the country with TA support for planning and implementation where necessary; 
  • Reassessing 5% of facilities to determine fieldwork accuracy; and  
  • Reporting the results of Khulisa QA/TA activities to the Global Fund. 

Impact: 

Khulisa provided HFA/DQR support to 5 countries: 

  1. DQR in Indonesia;  
  1. Modified DQR/HFA in Tanzania;  
  1. HFA/DQR in Sri Lanka;  
  1. HFA/Quality of Care Survey in Burkina Faso; and 
  1. DQR in Mozambique.
