Khulisa is proud to announce we have received a new contract award to provide a wide range of Performance Management, Evaluation, and Learning Services (PMELS) to the U.S. Department of State (DOS). Khulisa holds the contract for two functional areas: Civilian Security, Democracy, Human Rights, and Stability; and Economics, Environment, Science, Technology, and Health 

PMELS is an Indefinite Delivery Indefinite Quantity (IDIQ) contract, allowing Khulisa to compete for a variety of short- and long-term projects and services over the course of the five-year contract. PMELS will extend across the DOS headquarters, the DOS regional, functional, and management bureaus, and DOS overseas posts. Services included in this IDIQ are program/process design, performance monitoring, data collection and analysis, data security, evaluation, research, training and capacity building, and tool development.
