Khulisa seeks a qualified and experienced Monitoring and Evaluation (M&E) Specialist for a USAID/Data Ecosystems for Development in Education (DECODE) contract. The M&E Specialist will provide technical support and quality assurance for the monitoring and evaluation activities under the contract. They will be responsible for the development of methodologies as well as capacity and systems development to provide an evidence basis of project performance. The M&E Specialist is responsible for the development of M&E policies, standards, and guidance as well as oversight compliance of same. The M&E Specialist will work within an integrated, coordinated, and systems-strengthening approach.
This is a full-time position based in Washington and contingent upon a project award to Khulisa.
Qualifications/Experience
- A Master’s degree in education, international development, business administration, social sciences, or other education/data or management-related advanced degree is required.
- Minimum 7 years of experience, including five years at the international level, in performance monitoring, data management, analysis, and reporting on international development programs, preferably in the education sector.
- Experience in the design and implementation of performance tracking systems or monitoring processes of large, complex development activities in the education sector.
- Demonstrated experience working with results frameworks and performance monitoring.
- Demonstrated experience in working with global, regional, and country partners and other agencies, experts, and host country staff in the planning of monitoring activities.
- Willingness to learn from and consult with colleagues for inputs and information sharing.
- Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices.
- Experience with USAID (highly desirable) and other multilateral organizations (e.g., GPE, World Bank, DFID, etc.).
- Demonstrated knowledge of USAID’s data quality standards.
- Strong interpersonal skills for effective communication and interaction within the project and to promote and position the project in the broader global education arena.
- Excellent team management.
- Strong interpersonal, writing, and oral presentation skills in English. Professional fluency in additional languages preferred (e.g., French, Spanish, Portuguese).
- Must be able to travel, if required.
