Objective
Khulisa was contracted by Pulse Health to provide M&E technical assistance for the EQUIP Haiti
project, led by Maternal, Adolescent & Child Health Systems (MatCH). EQUIP is a consortium of
partners under Right to Care comprising of MatCH (Maternal, Adolescent and Child Health), Partners
in Hope, Kheth’Impilo, the Health Economics & Epidemiology Research Office (HE2RO), ANOVA
Health, and the South African National Health Laboratory Service (NHLS).
EQUIP had funding to design and implement projects in countries in Africa, South East Asia and the
Caribbean in the following strategic response areas: (i) innovative models of ART service deliver
which includes innovative approaches to support viral load scale-up; (ii) strategies and technologies
to effectively identify and link patients to treatment, and foster on-going adherence & retention; (iii)
approaches that respond to the needs of key populations; and (iv) promising, “Test and Treat”
strategies. MatCH/Wits Health Consortium (WHC) is the lead partner in Haiti.
Khulisa’s M&E Technical Assistance included, but was not limited to, the following activities:
- Assessing, identifying, documenting and monitor weak areas within the data management system at all PEPFAR/USAID funded clinics in Haiti.
- Generating strategies, solutions, recommendations and draft actions plan to resolve identified issues or weaknesses within the clinic or hospital data management system.
- Implementing solutions that promote and encourage good data management practices at all PEPFAR/USAID funded clinics and hospitals in Haiti.
- Supporting clinic data management teams in keeping their tools and systems up to date and well organized to reduce factors that are threat to data quality.
- Supporting better monitoring of PEPFAR/USAID indicators.
- Alleviating clinics and hospitals data management team’s workload where needed.
Approach
This project illustrates Khulisa’s experience in providing M&E Technical Assistance (TA) in the Caribbean region and for HIV Test and Treat implementation support.
Khulisa fielded a 2-person team that provided Strategic Information and Technical Assistance to the USAID mission, PNLS and IPs to support the rollout of test and treat guidelines. The following M&E
Technical Assistance support was provided:
- Assessment of facility-level data management system (DMS) to identify weaknesses
- Recruited and trained 3 local Data Management Support Agents
- Mentored and managed the Roving Team (supporting 13 facilities within 10 cities and 4 departments) in implementing solutions to identified DMS weaknesses.
- Drafted SOPs, developed tools and shared good practices in data management with DMS staff at facility level
- Shared good practices in data management at a provincial conference at Moulin Sur Mer with approximately 50 Health professionals (Doctors, Nurses, facility DMS staff).
- Supported the “Test and Treat” implementation activities in facilities by assisting in tracking lost-to-follow-up patients and non-ART initiated patients.
Impact:
Khulisa’s M&E Technical Assistance to the USAID mission, PNLS and IPs supported the rollout of Test and Treat guidelines was able to achieve the following:
- Established a competent roving Data Management Support team
- Helped facilities in clearing backlogs and updating the electronic medical records and registers
- Contributed to capacity building of facility M&E teams
- Documented and shared good practices in Data management with M&E facilities
- Provided guidance on M&E tools gaps and recommendations to improve them
