Below is a list of U.S. and U.K. Government and Global Fund contracting mechanisms, for which Khulisa is an approved vendor as either a prime contractor or subcontractor.

1) U.S. Agency for International Development Evaluation, Monitoring and Learning Services (EVAL-ME II) IDIQ (prime contractor):
Khulisa provides monitoring, evaluation, and learning services to promote evidence-based decision-making for adaptive management across USAID.

2) U.S. Department of State (DOS) Performance Monitoring, Evaluation, and Learning Services (PMELS) IDIQ (prime contractor):
Khulisa provides professional services in monitoring and evaluation of DOS programing, performance monitoring, policy evaluation, learning and capacity building, research, and implementation plans. Khulisa is prime in two Functional Areas (FAs): FA 2 (Civilian Security, Rights, and Stability); and FA 4 (Economics, Environment, Science, Technology & Health).

3) U.S. Department of Defense (DOD)/The Defense Security Cooperation Agency (DSCA), Assessment, Monitoring, and Evaluation (AM&E) Security Cooperation Support Services IDIQ (subcontractor):
Khulisa is a subcontractor to Commonwealth Trading Partners (CTP) on Functional Category 3: Evaluations. This contract operates under the requirements of a security clearance.

4) U.S. General Services Administration (GSA) Multiple Awards Schedule (MAS) Contract (prime contractor):
Under the MAS Program, GSA issues long-term, government-wide contracts that provide federal, state, and local government buyers access to commercial products, services, and solutions at pre-negotiated pricing. Khulisa is a prime contractor at specific 541611 NAICS codes.

5) U.S. General Services Administration (GSA) Subgroup for Program Evaluation Services under Special Item Number (SIN) 541611 (prime contractor):
U.S. federal agencies use this GSA subgroup to channel program evaluation procurements to qualified vendors. 

6) USAID/Southern Africa Monitoring and Evaluation to Collaborate, Learn, Adapt, and Knowledge Management (MECLAK) IDIQ (prime contractor):
The MECLAK IDIQ provides a central platform for procuring services to strengthen, support, and facilitate USAID’s practices and approaches for M&E; collaborating, learning, and adapting; and knowledge management.

7) USAID Water and Development II (WADI II) IDIQ (subcontractor):
Khulisa is a subcontractor to Green Powered Technology LLC through this IDIQ that provides cross-cutting services in the water sector, including data collection and management, assessment and analysis, strategic planning and design, capacity building, institutional strengthening, and performance monitoring and evaluation for the implementation of their field programs.

8) USAID Architecture and Engineering III (subcontractor):
Khulisa is a subcontractor to Cardno on the Global Architect-Engineer Services III (A&E III) IDIQ, which procures infrastructure services including infrastructure planning, engineering design, construction supervision, and related support; ranging from quick response to short and long-term services

9) The Global Fund (TGF) to Fight AIDS, Tuberculosis, and Malaria
Monitoring and Evaluation (M&E), Technical Assistance (TA), & Quality Assurance (QA) Pool (prime contractor):
Khulisa provides short- and long-term technical assistance services to Global Fund-supported countries and grantees in four areas: 1) country M&E and health data systems governance, strategy, frameworks, policy; 2) quality assurance of data quality reviews/audits; 3) HIV-specific analyses; and 4) country-led evaluations.
